6. Monthly Financial Statement

  • a. September Financials: Shelley motioned to accept the Sept financials and Trevor seconded. Motion carried.
  • b. Mid-Year Budget Review: Gordie motioned to accept the Mid-Year budget review financials and Trevor seconded. Motion carried.

7. Old Business

  • a. Well water: Quote received for UV system installation. Discussion. Gordie motioned to accept the quote from Crystal Clear Water and Shelley seconded. Motion carried.
  • b. Efficiency NS: LED lighting project for the Village buildings: Completed. Clerk to complete the payment forms.
  • c. Website: Monica created three logos. Review and discussion. Logo with the lighthouse and whale chosen. Shelley to coordinate with Monica.
  • d. Asset Retirement Obligations Asbestos Assessment: Gordie and Clerk to keep in touch with Coralee in Digby to coordinate using the same assessment companies.
  • e. Comm Hall doors and locks repairs/replacement: Bruce from Sou West Glass to meet with Gordie or Trevor on Oct 13th to assess the current doors.
  • f. NS Environment Contamination Notice 21 Second St: Bid received from Strum Consulting & Deveau Consulting. Gordie proposed to table this so that he can speak to NS Environment and the Municipality of Digby.
  • g. Park Driveway erosion: Islands Maintenance has been engaged to complete this project.
  • h. Petition for Nurse Practitioner: Discussion and petition wording completed. Commissioner’s requested that the petition be hung on the 3 islands stores and Centreville. Clerk to find out if petitions are allowed to be hung at the Post Offices on the bulletin boards.

    8. New Business

    • a. Clerk position vacancy: Angela has asked that we find a new Clerk: Angela Estey has expressed interest and came to check out what all it entailed. The position will be posted next week and interested applicants will have 15 days to apply.
    • b. Audit Committee Position posting: Position posting discussed and approved. Clerk asked to hang it soon and applicants will have until Jan 15, 2023 to apply.
    • c. Tax Rate: 2023-24 year (currently .50): Gordie motioned to keep the tax rate the same and Shelley seconded. Motion carried.
    • d. Bid for concrete at Comm Hall: A bid has been received for the modification of the existing Wheelchair ramp to be a wooden extension instead of concrete. Gordie motioned to accept the bid and Trevor seconded. Motion carried.
    • e. Filter replacement for Comm Hall Heat Pump: Clerk asked to order 2 filters from Weir’s and the Commissioners can change the filters when needed.
    • f. Cover for Comm Hall Heat Pump: Commissioners to ask Jeff Thompson to build a cover for the cover.
    • g. Request to review the rental costs of the Halls: Shelley suggested commercial rates and village resident / non-profit rates. Agreement by all for only 2 rates, no matter what the function is. The cost will be per function (up to 3 days). Shelley motioned and Trevor seconded. Motion carried.

    Additional topics raised in question period:

    • Does Village insurance cover parkland? The quote for the Auxiliary to get insurance at the park has become problematic, the insurance broker seems to be working against us versus for us. Clerk to investigate. Gordie motioned for the Village to take over the insurance costs of the parkland and Trevor seconded. Motion carried.
    • Auxiliary would like to know the boundaries and break ground this winter. Request that the Commissioners meet and do a walk through of the land.
    • Discussion on the high cost of playground equipment and request for the Village to consider purchasing some equipment in the future. Tabled for the next budget meeting.

    9. Next Village Meeting Tuesday, November 8, 2022

    • a. Note: December and January are break months for the Commissioners. The next meeting after November is February 14, 2022
