6. Monthly Financial Statement
- a. August Financials: Gordie motioned to accept the financials as presented and Shelley seconded. Motion carried.
7. Old Business:
- a. Well water: Crystal Clear Water Systems has been in touch and they should be down soon to give a quote.
- b. Efficiency NS: LED lighting project for the Village buildings: Tyler has been contacted
and he will continue with the project. He should be down Wed, Sept 14 to do a walkthrough of the buildings. - c. Website: Quote received from Monica Stark. Gordie motioned to go ahead with the website proposal base plan and the additional options. Shelley seconded. Motion carried. Shelley to work closely with Monica on content.
- d. Asset Retirement Obligations Asbestos Assessment: We are hoping to coordinate and utilize the professionals that Digby hires. Cora Lee has said that Digby is not ready to hire someone just yet, they are going through the information provided by the government to understand completely what is needed. Clerk asked to follow up monthly and Gordie offered to speak to Cora Lee if needed.
- e. Comm Hall doors and locks repairs/replacement: Sou West glass has not responded to any messages left. Clerk asked to contact Sou West Glass again and if no response we will contact Peck’s.
- f. NS Environment Contamination Notice 21 Second St: A copy of the file has been sent to Jacqueline Cook at NS Environment. Their office needs to come to a decision on whether to dose the file or request further work to be done . This is part of the ARO legislation
passed last year. The deadline for us to deal with this is March 31, 2023. - g. Beach Access Stairs: Quote received. Gordie motioned to accept the quote with the stipulation that this be the last job that gets done as the accessibility projects are the priority. Russell d’Entremont to get the permit and be reimbursed. Trevor seconded. Motion carried.
- h. Park Driveway erosion: Islands Maintenance asked to take a look and get us a quote for repairs.

Gordie asked Clerk to prepare a petition as suggested by Jill and have it placed at the stores on the islands and neck. Clerk to see if it is ok to put a petition at the Post Office as well. - J. New plans for Library ramp: Quote received. Russell d’Entremont to get the permit and be reimbursed. Gordie made a motion to accept quote and Shelley seconded. Motion carried.
- k. Wheelchair Ramp railings: Quote received. Shelley made a motion to accept the quote and Gordie seconded. Motion carried.
8. New Business:
- a. Capital Reserve Investing: Schoolhouse sale proceeds:
• Another bank account needs to be opened in order to invest any money. Michelle at Scotiabank told Clerk that either 2 people could open an account using a directed letter signed by all 4 signers or all 4 signers could go 011the new account. No interest rates could be given as they are not guaranteed. Gordie asked Clerk to contact Michelle again to see if the signers need to be all there at the same time or if they could all go in at different times.
• Once all expenses of the sale were paid $56,485.22 remains. Discussion about how much to invest and for how long. Gordie motioned to invest $50,000: $10K(1 yr), 10K(2 yr), 10K(3 yr), and 20K(long term, 4yr or other increment based on interest rates), with the flexibility to change the amounts and length of terms based on rates at the date of opening. Trevor seconded. Motion carried. - b. Increase the insurance value of the Community Hall to reflect the new heat pump: Gordie motioned to increase the insurance coverage and Trevor seconded. Motion carried.
- c. Municipality requests meeting Oct 4th: road repaving and septic: Islands Maintenance
has provided information regarding new septic system options that will be taken to the meeting. These are small and perfect for Westport. Commissioners to request the Municipality to offer grants and/or funding to homeowners to pay for the systems. The homeowners would pay for the system over time back to the Municipality. Other Counties in NS provide this option. Repaving is a priority for us and the Commissioners will stress that. - d. Accessibility Grant deadline Oct 4th: Clerk asked to seek an extension to complete the
remaining accessibility projects. - e. Painting Community Hall: Raymond Robicheau has graciously offered to pay for the paint for the final side of the Community Hall if we paint it by the end of the year. Quote received. Gordie motioned to accept the quote and Trevor seconded. Motion carried. Quote includes corner board corking and painting.

Floor opened to questions or concerns:
Resident asked if a sign could be put at the Community Hall explaining the history of the building and what it is currently used for. Clerk mentioned that all signage now needs to include Braille under the Accessibility Act. To be discussed at the next budget meeting.
